Create a vibrant neighborhood at the "Gateway to Lowell" for residential, commercial, and retail opportunities. Build a sense of place for creative, innovative people to live and work through the addition of cafes, restaurants, stores, and cultural attractions to serve the existing and emerging business and residential population of the JAM neighborhood. Reach out to involve old and new stakeholders in a common effort to address our challenges and reach or goals in the immediate, intermediate, and long term. Attract redevelopment and new development through partnering with the city and state government, business, educational, cultural, and institutional resources.
